Hi,
It depends, more your equipment level, better it is, but the most important is to have goor rider.
So I suggest that level 5-6 is enough in 4th division. (Some teams has the max, and some has 0 )

What about 5th Tacki ? I heard that it wasn't so important at this level, so it is still at one ...

No, read my guide.
Until you're in D3 you better stick to level 3.
Why?Because you don't lose money when selling level 2 and 3, and only around 12k when selling your level 1.You'll lose a lot of money starting level 4.This means you can every season buy the equipment up to level 3 and sell everything the last day to 0 and basically don't spend anything. You lose one level every seasons, so the higher you go the more money you lose. The most efficient thing to do is to stick to level 3 and when you have the money and are in d3 or higher you should go up to level 9.Not 8, not 7.
