What this goal means?
Integrate 2 riders of 18 years old (wage> 1300€) in the team.

I have to pull 2 riders that have 18 years old and wage > 1300€ during the season, then I can fire them if I want?
OR
I need to have 2 riders that have 18 years old and wage > 1300€ at the end of the season?

the goals will be checked at the end of the season, so you need to have the two riders at this moment
