[Bug] Juniors in NT-23

I was just making my selection for the National Team and after I made my selection I came to the discovery that I had selected a 18yo (yeah, great Uzbekian quality we got I know) and after checking for his team it appeared to me that he was still a junior.

Is it normal for them to be able to be selected? Or is it just because there are so few Uzbekian riders that 18yo pop up in my list?

It looks like it's part of the bug that is affecting the juniors that were promoted last season.
