those guys are ex-riders of players who have abandonned the game, generally the riders are removed, except when they have honours. In this case, they are "stocked" in the ex-pro (http://www.velo-manager.com/index.php?page=equipe&id=2) and everyday five riders are sold. With this page you can know who will be sold next.

the riders who are fired by their team, or which team has disappeared, and who have won something special in their career (like a world cup, a national race, an individual ranking...) are sent to a team called "ex-pro"

then they are sold for 1€, and you can see in that section the next riders who will be put on the tranfert list
