Some riders not able to sign up for tour?

I want to sign some of my riders up for the Argentina Tour in div5f, but not all my riders are on the list. Does anyone know why?

Have you entered riders in the "bis" races that are happening during the Argentina Tour?

You cant have riders taking part in two races at once.
