Young Rider's Skills Went Down

My youngest rider, Simon Pierce, was 18 years old last season. At the start of this new season he is still listed as 18, even though my other riders are all one year older.
More importantly, his rating for two skills actually are lower than they were last season, after a full season of training. His Mountain skill went down from 66 to 58, and his Resistance skill went down from 68 to 60. His other skills went up or stayed the same.
Why is this?

It's a bug. You're not alone and I'd guess it's being looked at.
